How to Destroy an Activist
The current counter insurgency war using classified military technology is aimed at civilians. These people on the hit list come from different countries and language groups because the goal of this dirty war is to perfect the science of neutralization and behavior modification. Applying torture and manipulation to control people is not a one size fits all science, what works on one type of personality or what works in one society may not work in another. Trauma is delivered to the target by weapons that utilize microwave energy similar to the active denial system. The human body is attacked and pain is applied in a constant manner to break down the person in order to stop them from accomplishing work and in preparation to manipulating behavior and belief systems. The directed energy weapon heats up their body and causes their heart to race and respiration to increase even while they are at rest. The victim experiences tremors, muscle weakness, muscle spasms, vertigo, nausea, sleep disturbances, palpitations, loss of concentration, loss of memory, disorientation, severe headaches, temporary paralysis, faulty speech co-ordination, irritability and a sense of panic in non-panic situations, retinal bleeding, and sometimes burnt face (even at night). Microwaving of the upper chest and head are the most common areas of attack. Microwaving of the hypothalamus has a powerful negative effect on human emotions and can cause fear, anger that is used to manipulate and control the target. These attacks are sustained and vicious with the aim being to physically break the target in preparation to breaking them down mentally and instilling a change in their psychology. The average target is a 40 year old Caucasian female of above average intelligence who has a history of political activism of some kind or is a whistleblower who has reported government or corporate corruption. Once the target is identified there is a silent period where they are placed under observation using audio and video surveillance and their personal data and psychological profile are completed. This may take six months or longer. Government contractors move into their neighborhood or apartment building. The standard placement of personnel and weaponry is twofold, both next door and directly across the street or above the target. Standard operating procedure is to begin gradually and to increase the stress on the target slowly over the space of several months. Organized gang stalking is the use of community policing groups, church groups, youth gangs, criminal organizations and other groups who have been enlisted by government to harass the victim in public places. In the 1950’s the government realized that it was unnecessary to assassinate enemy agents working in the US in order to neutralize them. A group was assigned to follow the foreign agent and harass them by physically bumping into them on the street, saying rude or inappropriate things to them, cutting them off in traffic, bumping their car in traffic, following them into stores and cutting in front of them in line, breaking into their home and stealing their possessions and personal papers. These are all normal occurrences but if they happen ten times or more a day every day then the enemy agent experiences an artificially elevated level of stress that within a few weeks interferes with sleep and their work output begins to suffer and soon falls to practically nothing. The enemy agent is for all intents and purposes neutralized in place. This more or less is the exact scenario that is used by the government to target these people whom they consider potential enemies. The groups that do the gang stalking are told that they are helping the police and that the target is a criminal or a security risk. The groups members are told the lie that works best for them. Church groups might be told that the target is an abortionist, ethnic groups are told the target is a racist, members of criminal organizations are given drugs and money. The government knows that people need three things, identity, activity, and security, and this is what they supply. The target will be walking down the street and a stranger will walk directly in front of them to block their path or invade their personal space by brushing into them as they pass. The target gets into their car to drive to the store and three cars quickly pull in behind them and block their way. Once inside the store the target is followed to the checkout stand and a stranger cuts in front of them in a deliberate fashion. On the way to the car a stranger makes an inappropriate personal comment designed to anger the recipient. When the target returns home someone has entered their apartment and moved furniture around or destroyed their personal belongings. These events might comprise just the events of one morning and these type scenarios continue day after day week after week. The constant manufactured conflicts and events artificially raise the stress level of the victim and if the victim reports to the police that someone has broken into their home and rearranged the furniture they are not believed by the authorities. Any target who persists in calling the police or asserting their rights is written off as mentally unstable. This is consistent with the practice of the USSR which forcibly incarcerated dissidents in mental institutions and neutralized them with experimental medications. Isolation of the target from their family and friends is a primary tactic so that they are deprived of the support systems that all human beings need. When the victim tells family and friends that they are being physically attacked with microwave weapons and gang stalked by groups of strangers then family and friends become alienated from them believing that these reports are delusional. The program of targeting is an outgrowth of project MKULTRA that employed psychiatrists and concentrated on how to use trauma and psychological stress to break down the human personality in order to control it. The standard operating procedure for using gang stalking and microwave weapons has been developed with the help of medical professionals. This aspect of the program mirrors the current day use of “biscuit teams” that develop tailor made programs of interrogation to break down criminal suspects in a controlled setting. Sleep deprivation is another primary tactic used on the targets through the use of microwave weapons. Early on the target may not realize that they are being attacked in this manner but they wake up at the same time every night and when they awake in the morning they feel exhausted for no apparent reason. As time goes by the attacks with microwave weapons grow more bold and occur around the clock so that the reality they are under attack is unmistakable. Perhaps most terrifying of all is the use of what is termed “voice synthesis”, “synthetic telepathy”, or microwave hearing. In 1958 Dr. Allen Fry discovered and perfected the use of pulsed microwave frequencies to bypass the auditory system and to transmit audible sounds. He referred to this phenomenon as the “Frey effect” or radio frequency sound. A 1976 DIA report mentions “anti-personnel applications” of pulsed microwaves that carry, “sounds and possibly even words which appear to be originating intercranially.” The following quote is from the military paper New World Vistas. "It would also appear possible to create high fidelity speech in the human body, raising the possibility of covert suggestion and psychological direction. When a high power microwave pulse in the gigahertz range strikes the human body, a very small temperature perturbation occurs. This is associated with a sudden expansion of the slightly heated tissue. This expansion is fast enough to produce an acoustic wave. If a pulsed stream is used, it should be possible to create an internal acoustic field in the 5-15 kilohertz range, which is audible. Thus, it may be possible to talk to selected adversaries in a fashion that would be most disturbing to them.” A third citation from Nexus magazine in October 1994, states…Directed-energy weapons currently being deployed include, for example, a microwave weapon manufactured by Lockheed-Sanders and used for a process known as "Voice Synthesis" which is remote beaming of audio (i.e., voices or other audible signals) directly into the brain of any selected human target. This process is also known with the U.S. government as "Synthetic Telepathy." This psychotronic weapon was demonstrated by Dr. Dave Morgan at the November, 1993 non-lethal weapons conference. These technologies have been referenced in other publications and are consistent with the experience of the victims of microwave attacks and organized gang stalking. The target is hit with a constant stream of insults, curses, and suggestions of suicide or other negative messages that go on 24 hours a day for years on end. These verbal attacks at times are live broadcasts from the gang stalking members but much of the time the sheer repetition of the same stock phrases in a message loop for 24 hours without stopping indicates some sort of interactive recording. The constant barrage of obscene and threatening verbal garbage interrupts the normal human thought processes and begins to break down the human psyche. This technique was pioneered by CIA funded black psychiatrist and MKULTRA criminal Dr. Ewen Cameron in the 1960’s as a means of breaking the human mind, a technique he referred to as depatterning. The average target has been living under attack by microwave weapons, gang stalking, and synthetic telepathy for eight years. Some elderly targets have been physically attacked since the 1960’s and are still alive. The average victim wakes up after a few hours of fitful sleep to the sound of a high pitched electronic humming noise feeling exhausted and physically damaged. The recorded voice loop immediately begins to attack them by using standardized phrases such as “you suck”, “you’re going to die”, and “you stink”. Their head begins to feel as if it is being heated and their heart begins to speed up and they might gasp for breath and begin to shake. They try to turn away and cover their head with their arms but the microwave signal “punches through” any kind of obstruction in a few seconds and their face begins to feel hot again and their eyes begin to burn. As the voices continue to threaten and insult them they stagger to the bathroom and climb into the shower to get under the water for temporary relief. A sharp stabbing sensation makes them jump and it feels like someone just stabbed them with a sharp needle. Their feet are sore and swollen and it is difficult to wear shoes. The hum becomes louder now and the victim feels panic as if they should try to flee to escape the unimaginable pain of the constant microwave attacks…but there is no place to run to. Once the victim manages to leave home they will be verbally harassed at work and in public places. Their place of employment is also a location of heavy microwave attacks that make them feel exhausted or even pass out. On the way home the target can be sure there is a strong possibility that their home has been broken into and their possessions stolen or destroyed. Many targets report that pesticides and other poisons are placed in their food and drinks to further slowly debilitate them. During the entire day the recorded harassment and loud hum coupled with the physical attacks aimed at traumatizing their body has continued non-stop. Once they have returned home the microwave attacks make it impossible to relax or to think clearly and the target is driven to anger and despair. Most people who live under these conditions manage to stay alive only by concentrating on surviving each 24 hour period because their existence is so tenuous. It is impossible to adequately describe the nightmare that these people are living under and the torture they endure from minute to minute. The target population may number several thousand here in the US and several thousand more world-wide. The mortality rate is probably under 4% a year and most deaths are due to a forced suicide. Many of the female targets experience serious reproductive health effects after 15 or more years as targets. The average target is a 40 year old Caucasian female but the entire spectrum of humanity is covered in these experiments, from the very old to infants and even pregnant women. Most targets (50%) have a history as a political activist and whistleblower but about half are scientists with valuable intellectual property, religious minorities, twins, ethnic minorities, interracial marriage, people with a very high IQ, foreign birth, multilingual, history of foreign travel to sensitive areas, physically disabled, homosexuals, people who dabbled in the drug culture, and a category I refer to as Revenge Incorporated. Some victims were merely people in the wrong place at the wrong time. The categories listed above may be termed risk factors and nearly every target of this program of torture and murder has three or more of these factors in common. The program which I call MONARCH has elements that are similar to other criminal operations by government intelligence agencies in the past, including project MKULTRA, Cointelpro, Phoenix Program, Eugenics, and the Human Radiation Studies. The MONARCH program is in effect a counter insurgency that is using potential enemies as human experimental subjects in a weapons development program. Monarch appears to have begun in earnest as early as the 1980’s and has gradually increased the number of overt targets. Whether other people are being attacked with microwave weapons in a manner that is undetectable is difficult to say.

A document by a Council on Foreign Relations task force, from 1995, that discusses using these weapons against [people labeled as] terrorists and drug traffickers. It recommends that these weapons be used secretly, so the victims do not know where the attack is from, or if there even is an attack. [How was this strategy tested and developed?] This is a policy recommendation for extrajudicial torture. If they would put that in an open document, what other ideas were going around behind the veil of secrecy? (Begich)
